After four years, up to 25% of each batch can be enrolled in the regular cadre on merit, and the rest leave with the Seva Nidhi package, a skill certificate and a set of reservations. On 21 July 2026 the Ministry of Home Affairs told the Lok Sabha that ex-Agniveers have 50% of Constable (General Duty) and Rifleman vacancies in the CAPFs and Assam Rifles, with age relaxation and no written or physical tests, although the first batch has not yet finished its term.

How does the 25% retention rule work?

ServiceWhat the notice says
NavyNot more than 25% of each specific batch will be enrolled in the regular cadre, considered centrally on performance during the engagement. Those enrolled serve a further minimum of 15 years. The Navy is not obliged to retain Agniveers beyond four years, and Agniveers have no right to selection.
Air ForceUp to 25% of each batch of Agniveervayu will be enrolled in the regular cadre as Airmen, based on objective criteria including performance. Only unmarried Agniveervayu are eligible for the regular cadre.
ArmyNot more than 25% of each batch are enrolled in the regular cadre, with a further engagement of 15 years, and the selection is the Army’s exclusive jurisdiction.

Agniveers are not eligible for ex-servicemen status after four years, according to the Navy and Air Force notices, and the Army notice says they are not eligible for ECHS, CSD facilities or pension. The Seva Nidhi of an Agniveer who is selected for the regular cadre consists only of their own contribution with interest.

The Ministry of Home Affairs also says that, as of its reply, the first batch has not yet completed its term of engagement. That means these provisions are announced rather than tested. Read the recruitment notice of the force when it comes out, because the percentages, age relaxations and posts are set there.

What do Agniveers carry out with them?

PIB’s March 2026 release says the Ministry of Skill Development has worked with the three services to recognise the skills Agniveers gain. National Trade Certificates are awarded under a Flexi-MoU, with 47 trades in the Army aligned to Craftsmen Training Scheme trade names, and service consists of four modules: Basic Military Training, Trade Training, Security Training and Service or On-the-Job Training. The Army’s notice also states that Agniveers enrolled after Class 10 receive a Class 12 equivalent certificate based on skills attained.

Can an Agniveer become an officer?

The Air Force advertisement says Agniveervayu may appear in all commissioning examinations in the Defence Forces, a maximum of five attempts, during the four-year engagement, provided they satisfy the conditions for permission. The Navy’s Apprentice page says high-performing Agniveers have competitive opportunities to apply for officer commissioning schemes. Officer entries have their own eligibility; see our CDS coaching, AFCAT coaching and NDA coaching pages.

What have we not confirmed?

Several state governments have announced preferences for ex-Agniveers in police and other recruitment. We have not verified any state’s rule on an official notification, so we do not list them, and we do not state numbers for Uttarakhand, Delhi or any other police force. Check the notification of the state concerned.

How should a family plan for the exit?

WhenWhat to do
Before joiningRead the Seva Nidhi terms, the 25% rule and the absence of pension, so that nobody expects a permanent job.
Years 1 and 2Keep a record of training modules and certificates. The skill certificate lists the skills and level of competence reached.
Year 3Decide between applying for the regular cadre, further study through NIOS or IGNOU where offered, or officer entries that the service permits during engagement.
Year 4Watch for the force’s recruitment notices in CAPFs, Assam Rifles and defence civilian posts, and keep documents ready.

The most useful single habit is to read the notice of each force when it is published, because percentages and age relaxations are set there and can be revised. Announcements in Parliament and press releases tell you the direction, but the recruitment notice is the rule you will be judged by.
